Why African Airlines Are Only Covered from EU/UK
EU261 article 3 specifies two conditions for coverage: (a) flight departs an EU airport (any carrier), or (b) flight operated by an EU-licensed carrier from a third country to the EU. African airlines fail condition (b) — they are not EU-licensed. So they only meet condition (a) on departures from EU/UK airports. The reverse legs from African airports fall outside EU jurisdiction.

Does EU261 apply to African airlines?

Why doesn't EU261 apply outside the EU on non-EU airlines?

Without one of these anchors, EU jurisdiction can't be invoked. African airlines flying their home → EU routes are extraterritorial unless they touch an EU airport on departure.
